In relation to (Shahinaz substation), (Khormaksar) in (Aden), regarding the report issued by the International Committee of the Red Cross on (6 August 2015) stated that at (01:00) afternoon on (10 June 2015) an airstrike attributed to the Coalition Forces hit the power substation (Shahinaz substation) in (Khormaksar), (Aden) using two explosive ammunition, the two strikes hit the transformers and the control room of the facility, one operator responsible for running the substation killed while at work, the facility was already damaged by ground fighting in the past months , the International Committee of the Red Cross visited the site on (14 June 2015) and assessed the damage, two of the transformers were completely destroyed and the buildings in the facility were severely damaged.

JIAT verified the incident, examined all related documents, including the Procedures; Rules of Engagement, Daily Mission Schedule, After Mission Reports, satellite images; and assessed all gathered evidence.

JIAT found that the Coalition Air Forces executed (4) air missions on (10 June 2015) in (Adan), and the closest military target was (1600) M from the claimed location (Shahinaz substation).

Analyzing those missions (in chronological order) according to the claim at (01:00) afternoon. JIAT found that the Coalition Air Forces did not conduct any air missions on (Aden) at that time.

After reviewing the Daily Mission Schedule on (9 June 2015) which is one day prior to the claimed date. JIAT found that the Coalition Air Forces executed several air missions in (Aden) city, the closest military target was approximately (1500) M away from the substation, and on (11 June 2015) which is one day after the date of the claim, JIAT found that the Coalition Forces executed an air mission on a military target in (Aden)city that is located (6)KM away from the substation of the claim, and also it been confirmed that the Coalition Forces did not conduct any missions on the following day (12 June 2015) in (Aden) city.

After studying the military status during the time of the claim, JIAT found that (Aden) city, during that period of time, was a battleground for the liberation of (Aden) city between the Land Forces of the Houthi armed militia, and popular resistance.

Also in reviewing the satellite images of (Shahinaz substation) showed damages to the station as a result of those battles, and not because of aerial bombardment.

In light of that, JIAT found that the Coalition Forces did not target (Shahinaz substation), (Khormaksar) directorate, (Aden) governorate.
