Secretary-General of the Supreme Council for Women (SCW), Hala Al-Ansari, has praised His Majesty King Hamad bin Isa Al Khalifa’s issuance of Decree-Law 22 of 2021 promulgating the issuance of the Execution Law in the Civil and Commercial Matters.
She affirmed that the decree-law reflects HM the King’s keenness on developing the justice system in the kingdom, noting that it is an important step towards modernising the kingdom’s legislation, in accordance with the best practices in various fields, including family stability.
Al-Ansari commended the efforts exerted by Justice, Islamic Affairs and Endowments Minister, Shaikh Khalid bin Ali Al Khalifa, and the Equal Opportunities Unit at the Ministry, to implement the recommendations of the SCW aimed at preserving the entity of the Bahraini family, taking into account its human conditions, and allowing it to enjoy its rights that preserve its dignity within the framework of the goals of the government, whose action plan gives top priority to the Bahraini family’s affairs.
The Secretary-General indicated that part of this decree-law contained provisions that prevent the seizure of government support amounts and social benefits such as social insurance, disability allowance, living cost allowance, meat subsidy and housing allowance, among others, which ensures that Bahraini families enjoy such benefits to provide the basic requirements of decent living.
She pointed out that the decree-law will develop the procedural system of the execution process, as it enables the convict to honour their obligations before the beginning of the verdict execution process, cancels their imprisonment or arrest and limits the execution to their money.
She said that this decree-law seeks not to increase the debts of the family of the person subject to the execution of the verdict, in case he/she is the head and breadwinner of the family, which will maintain their stability.
She added that the decree-law also stipulates fast-tracking the enforcement of judgments if they are related to temporary or obligatory alimony, custody fees, breastfeeding, housing, or the hand-over of a young child to their mother, which will secure the basic family needs without waiting for the judgment to go through the appeal procedures.?
The SCW Secretary-General affirmed that the decree-law reflects a royal vision based on preserving the elements of social security in the Kingdom in order to enable the Bahraini family to have easy access to highly efficient social and judicial services, and to support the roles of Bahraini women in enhancing family and community stability.
